The Scottish Government released Responding to substance use guidance in 2026 which is a non-statutory guidance document aimed primarily at education authorities, schools, school nurses and other professionals working with schools.

Its purpose is to help schools prevent and respond to substance use, including vaping, nicotine products, alcohol and illegal drugs, while prioritising children’s wellbeing, safety and inclusion.
